Many of the seniors I talk with in Hemet, Sun City, Menifee and Temecula tell me the same thing: “I don’t want my kids to be stuck with the bill.” Final expense insurance in Riverside County, and everywhere else, was designed for exactly that worry. This guide explains what it is, who it fits, how it differs from other options, and what to think about before you buy, without the sales pressure.
What is final expense insurance?
Final expense insurance is a small whole life insurance policy meant to help cover funeral, burial or cremation costs, plus other end-of-life bills like a final medical bill or credit card balance. When you pass away, the policy pays a lump sum to the beneficiary you choose. That person can use the money however it’s needed, whether that’s the funeral home, the cemetery, or bills left behind.
Because it’s usually whole life insurance, coverage is generally designed to last for the rest of your life as long as premiums are paid, and premiums typically stay level. Always confirm the details of a specific policy before you buy.
Who final expense insurance is for
Final expense coverage is typically considered by people in their 50s through their 80s who:
- Don’t have life insurance, or have a policy that’s ending.
- Want to spare their children or spouse from paying funeral costs out of pocket.
- Have health conditions that make larger life insurance policies harder to get.
- Prefer a smaller, simpler policy with a manageable premium.

What Medicare and Social Security don’t cover
Medicare is health insurance. It doesn’t pay for funerals or burial. Social Security pays a one-time lump-sum death payment of $255 to an eligible surviving spouse or, in some cases, children, and it must be applied for within two years (SSA: Lump-sum death payment). For most families that’s only a small part of end-of-life costs, which is why many seniors plan ahead with savings, a prepaid plan, or final expense insurance.
Types of final expense policies
Simplified issue
With simplified issue policies, you answer a set of health questions instead of taking a medical exam. If you qualify, coverage can usually start once the policy is issued and the first premium is paid.
Guaranteed issue
Guaranteed issue policies don’t ask health questions, so they’re an option for people with serious health conditions. The tradeoff is that they typically have a waiting period, often the first two years, during which a death from natural causes may pay back premiums plus interest instead of the full benefit. They also usually cost more for the same coverage. Read the waiting-period terms carefully.
Final expense insurance vs. a prepaid funeral plan
A prepaid (pre-need) funeral plan is an arrangement with a specific funeral home to pay for chosen services in advance. Final expense insurance pays cash to your beneficiary, who can use it at any funeral home, or for other bills, which gives your family more flexibility. Some people use both. If you’re considering a prepaid plan, ask how it works if you move or the funeral home changes ownership.

Know your rights when planning a funeral
The Federal Trade Commission’s Funeral Rule gives consumers important protections. Funeral homes must give you price information over the phone, a written itemized General Price List when you visit, and a written statement of what you’ve selected before you pay. You can also provide a casket or urn bought elsewhere, and the funeral home can’t refuse it or charge a fee to handle it (FTC: The Funeral Rule). Comparing price lists from a few funeral homes in Temecula, Murrieta, Hemet or Menifee can help you decide how much coverage makes sense.
How much final expense insurance should Riverside County seniors consider?
Final expense policies usually have smaller face amounts than traditional life insurance. To choose an amount, I suggest:
- Decide between burial and cremation, and the kind of service you’d want.
- Request price lists from local funeral homes and cemeteries.
- Add any debts or final bills you’d like covered.
- Subtract savings your family can easily access.
- Pick a premium that fits comfortably in your monthly budget, so the policy stays in force.
Tips before you buy
- Answer health questions honestly. Incorrect answers can cause problems for your family later.
- Check whether the policy has a waiting period and what it pays during that time.
- Name a beneficiary, plus a backup, and tell them the policy exists.
- Keep a copy of the policy where your family can find it.
- Be cautious of pressure tactics or mail offers you don’t fully understand. You can always ask a local agent to review them.
